Does smoking consider open burning?

The government is encouraging people to quit smoking and all of the packets is with the picture of cancer patient.  Do you think smoker will take note?  I think the awareness is there but the heart and mentality is not willing to change.  How about cigar like the Black and Mild brand? Is cigar much better than cigarettes?

Sad to say, no matter how we advise or create awareness, as long as there is access to it, people will still smoke.
